The summit aimed to solidify the<b>\u00a0strategic partnership between the two nations<\/b>, particularly in light of the ongoing geopolitical tensions.<\/p>\n<ul>\n<li>In another development Russia has reached a significant economic milestone by being upgraded from an\u00a0<b>upper-middle-income to a high-income country<\/b> by the\u00a0World Bank, \u00a0despite ongoing Western sanctions.<\/li>\n<\/ul>\n<h3>What are the Key Highlights of the\u00a0 22nd\u00a0India-Russia Annual Summit?<\/h3>\n<ul>\n<li><b>Diplomatic Achievements:<\/b>\u00a0President Vladimir Putin conferred\u00a0<b>Russia&#8217;s highest civilian honour, the &#8220;Order of Saint Andrew the Apostle,&#8221;<\/b>\u00a0on Prime Minister Narendra Modi.\n<ul>\n<li>The Order of Saint Andrew the Apostle was established by\u00a0<b>Tsar Peter the Great\u00a0<\/b>in 1698 and reinstated in 1998, featuring a\u00a0<b>double-headed eagle emblem and a light blue silk moire ribbon.<\/b>\n<ul>\n<li>The award is named after\u00a0<b>Saint Andrew, the patron saint of Russia and Scotland,\u00a0<\/b>known for spreading Christianity across Europe and Asia.<\/li>\n<\/ul>\n<\/li>\n<li>Prime Minister Modi was honoured with this award for promoting the strategic partnership and friendly relations between Russia and India,\u00a0and the announcement was made in 2019, highlighting Modi\u2019s pivotal role in enhancing bilateral cooperation\n<ul>\n<li>Foreign leaders such as\u00a0<b>Chinese President Xi Jinping\u00a0<\/b>and former Kazakh President Nursultan Nazarbayev have also been honoured with this award.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li><b>Economic Cooperation:\u00a0A new bilateral\u00a0trade target of USD 100 billion by 2030\u00a0was set, significantly higher than the previous target of\u00a0USD 30 billion by 2025, which was nearly doubled in 2023.<\/b>\n<ul>\n<li>This is mainly due to \u00a0India&#8217;s increased imports of Russian crude\u00a0at a discount after the US and Europe imposed oil sanctions on Russia following the invasion of Ukraine.<\/li>\n<li>Agreement to prepare a comprehensive\u00a0<b>&#8220;Programme-2030&#8221;<\/b>\u00a0for developing promising areas of economic cooperation.\n<ul>\n<li>This program will be coordinated by the\u00a0<b>India-Russia Intergovernmental Commission on Trade, Economic, Scientific, Technical and Cultural Cooperation (IRIGC-TEC).<\/b>\n<ul>\n<li><b>IRIGC-TEC is the apex G2G forum<\/b>\u00a0for bilateral economic cooperation,<b>\u00a0chaired by the External Affairs Minister of India and the Deputy Prime Minister of Russia.<\/b><b><\/b><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li><b>India and the Eurasian Economic Union\u00a0<\/b>have commenced negotiations for a\u00a0<b>Free Trade Agreement on goods.\u00a0<\/b>They also plan to explore a bilateral free-trade agreement in services and investments.<\/li>\n<li>The Leaders agreed to facilitate participation of\u00a0<b>Russian businesses in\u00a0&#8220;Make in India&#8221;\u00a0 <\/b><b>and &#8220;Atmanirbhar Bharat&#8221; programs,\u00a0<\/b>and Indian companies in investment projects in Russia.<\/li>\n<\/ul>\n<\/li>\n<li><b>Defence and Technology:\u00a0\u00a0Transition from buyer-seller relationship to joint research, development,\u00a0co-development, and joint production\u00a0of advanced defence technology and systems.<\/b>\n<ul>\n<li>They also aim to\u00a0<b>encourage joint manufacturing\u00a0<\/b>of spare parts and components for\u00a0<b>Russian-origin arms and defence equipment in India\u00a0<\/b>under the\u00a0<b>Make-in-India program<\/b>.\n<ul>\n<li>This includes setting up<b>\u00a0joint ventures for meeting the needs of the Indian Armed Forces<\/b>\u00a0and for subsequent export to friendly third countries.<\/li>\n<\/ul>\n<\/li>\n<li>They have agreed to establish a new Working Group on Technological Cooperation to discuss its provisions in the next meeting of<b>\u00a0Intergovernmental Commission on Military and Military Technical Cooperation (IRIGC-M&amp;MTC).<\/b><\/li>\n<li>Russian President Vladimir Putin has accepted the Prime Minister of India\u2019s request to\u00a0<b>discharge Indian military recruits serving in the Russian military\u00a0<\/b>on the Ukrainian war\u00a0 <a href=\"https:\/\/www.drishtiias.com\/daily-news-editorials\/russia-ukraine-conflict-1\" target=\"_blank\" rel=\"noopener nofollow\">f<\/a>ront and wishing to return to India.\n<ul>\n<li>Russian law allows the<b>\u00a0recruitment of foreign soldiers<\/b>\u00a0after thorough screening, including mental and physical checks.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li><b>Transport and Connectivity:\u00a0<\/b>The Sides are focused on developing stable and efficient transport corridors in Eurasia, including the Chennai-Vladivostok Eastern Maritime Corridor and the \u00a0International North-South Transport Corridor (INSTC).\n<ul>\n<li>The\u00a0<b>Chennai-Vladivostok Maritime Corridor,\u00a0<\/b>\u00a0is a sea link between ports on the east coast of India and ports in the far-east region of Russia was proposed in 2019 and it aims to transport various types of cargo and\u00a0<b>reduce the transportation time to Russia by 40%.\u00a0<\/b><\/li>\n<li>The INSTC is a multi-modal transportation route established in 2000 in St. Petersburg by<b>\u00a0Iran, Russia, and India<\/b>\u00a0to promote transportation cooperation among member states.\n<ul>\n<li>The corridor connects the Indian Ocean and the Persian Gulf to the Caspian Sea via Iran, and then is connected to St. Petersburg and Northern Europe via the Russian Federation.<\/li>\n<\/ul>\n<\/li>\n<li>They aim to increase infrastructure capacity and use the potential of the Northern Sea Route.\u00a0 Both Sides will work together to reduce time and cost of cargo transportation and promote connectivity in the Eurasian space.<\/li>\n<\/ul>\n<\/li>\n<li><b>International Cooperation: Russia appreciated\u00a0India\u2019s non-permanent membership in the UN Security Council (2021-22)\u00a0 and supported India\u2019s efforts in peacekeeping and counter-terrorism.<\/b>\n<ul>\n<li>Russia reiterated its support for\u00a0<b>India&#8217;s permanent membership<\/b> in a reformed and expanded UN Security Council.<\/li>\n<li>India expressed full support for\u00a0<b>Russia&#8217;s \u00a0BRICS<\/b><a href=\"https:\/\/www.drishtiias.com\/daily-updates\/daily-news-analysis\/expansion-of-brics#:~:text=BRICS%20is%20an%20acronym%20for,Brics%20summit%20in%20October%202024.\" target=\"_blank\" Security.&#8221;<\/i><\/b><\/li>\n<li>Close cooperation in international forums such as the UN ,G20, \u00a0BRICS, and Shanghai Cooperation Organization (SCO)\u00a0 is emphasised to reinvigorate multilateralism.<\/li>\n<li>The Indian side looked forward to Russia&#8217;s joining of the International Solar Alliance (ISA), \u00a0the Coalition for Disaster Resilient Infrastructure (CDRI), and the International Big Cat Alliance (IBCA).<\/li>\n<\/ul>\n<\/li>\n<li><b>Global Issues:\u00a0<\/b>\n<ul>\n<li><strong>Climate Change<\/strong>: Commitment to combating climate change and achieving the goals of the\u00a0United Nations Framework Convention on Climate Change (UNFCCC)\u00a0 and the Paris Agreement,\u00a0including cooperation on \u00a0low-carbon development\u00a0and green financing.<\/li>\n<li><strong>Multipolar World Order<\/strong>:\u00a0Emphasis on the need for a multipolar world order and the development of an architecture of equal and indivisible regional security in the\u00a0<strong>Eurasian space and the Indian and Pacific ocean regions.<\/strong><\/li>\n<li><strong>Counter Terrorism:<\/strong>\u00a0\u00a0The leaders unequivocally\u00a0<strong>condemned
